= QIPS RESOURCE MANAGER WEB

This rails app aims to provide an interface to manage a cloud of AWS instances

== GOALS:

• ensures instances are started and stopped based on policy limits
• accepts incoming start instance requests from a workflow manager
• terminates idle instances, intelligently
• keeps a local list of running instances and their work "states"

== USAGE:

used in conjunction with qips-node-amqp. the daemon hits certain pages on the web interface at set intervals.

download and run script/server
