Starburst is a project mainly written in Perl, it's free.
Traditional IRC services centered around a modular plugin system. Please read the wiki for more info.
Starburst requires a checkout of the Azusa library for it to run. At the very least, it requires Azusa::Configuration, and Azusa::MySQL for the included (and default) MySQL DB backend.
