Warwick-portal is a project mainly written in PHP, it's free.
A web based portal to provide useful tools to Warwick students.
class/ - any classes to be used
lib/ - external libraries and the framework itself
page/ - php files for specific pages
static/ - static files (javascript, CSS, etc)
template/ - Mustache template files
Templates are Mustache, see - http://mustache.github.com/mustache.5.html
Templates have a .mu extension which doesn't need to be used when referencing them

Copy config.sample.php to config.php
Edit config valeus
Run SITE/admin/install (this will create and/or update the dataabase)
